The European Union has imposed sanctions against the Azerbaijani company Aqua Fleet Management as part of a new package of anti-Russian measures. Aqua Fleet Management (Azerbaijan) is engaged in the transportation of oil – it operates two tankers, Sauri and Ederra, as well as the dry cargo ship Temirro.
The vessels, as noted in open sources, sail in international waters under the flag of Cameroon.The company Aqua Fleet Management was registered in August 2024 with an authorized capital of 100 manats.
The official address of the company, which is owned by Iremadze Kakhaber on paper is as follows: Sumgayit city, Sulh Street, building 5, apartment 25.
The company is reportedly engaged in oil transportation.
Aqua Fleet Management operates two tankers named Saurri and Ederra, as well as a general cargo ship named Temirro.
The ships are reported to be sailing in international waters under the flag of Cameroon.

The tanker Sauri, which is operated by Aqua Fleet Management, exported oil and oil products from Russian ports on the Baltic and Black Seas during the oil embargo imposed by the West and the policy of limiting prices for Russian oil and oil products.

In September 2024, the management of tankers under the ISM system was transferred from the Moldovan company MRK Shipmanagement SRL to Seafaring Savants LLC (Azerbaijan). MRK Shipmanagement SRL, along with a number of other Moldovan companies, is involved in the creation of part of the shadow fleet involved in the export of Russian oil and oil products.

According to the War-Sanctions portal of the Ukrainian Main Intelligence Directorate, “shadow tankers managed by Moldovan companies (Adel Ship Management SRL, BPC Shipmanagement SRL, MRK Shipmanagement SRL, KSN Shipmanagement SRL, OST Shipmanagement SRL, Surt Ship Management SRL, SAL Shipmanagement SRL, FLC Shipmanagement SRL) were transferred to the management of Azerbaijani companies, including Dream Island Shipping LLC, Ocean Voyage LLC, Tidal Tech Mariners LLC, Seafaring Savants LLC, VVave Minder Shipmanagement, Triton Technical Services LLC, Navigenix Shipmanagement LLC, Nautilus Fleet Management LLC, Harbor Harmony Shipmanagement and others.”
In December 2024, off the coast of Greece, the tanker Sauri completed an STS transhipment with tanker IMO 9318034, affiliated with the Indian company Gatik Ship Management, one of the leading operators of the shadow fleet engaged in the transportation of Russian crude oil.
In February 2025, the UK imposed sanctions on the Sauri as part of restrictions imposed on the Russian shadow fleet. In February and March 2025, the EU and Switzerland respectively imposed sanctions on the tanker for transporting Russian crude oil/petroleum products or exports from Russia, using non-standard high-risk shipping practices specified in the International Maritime Organization (IMO) General Assembly Resolution A.1192 (33). In June 2025, Canada and Australia imposed sanctions on the vessel.
The tanker Sauri is currently located off the coast of South America, near Uruguay. Its destination is the Brazilian port of Paranagua.
As for the tanker “Ederra”, operated by Aqua Fleet Management, according to the War-Sanctions portal, in January 2025, the ISM management of the tanker was transferred from the Moldovan company BPC Shipmanagement SRL to Maritime Mavens LLC (Azerbaijan). At the same time, the safety management of another tanker IMO 9424651 was transferred from BPC Shipmanagement SRL to Maritime Mavens LLC. The Moldovan company BPC Shipmanagement SRL, along with a number of other Moldovan companies, is involved in the creation of a part of the shadow fleet involved in the export of Russian oil and oil products.
As part of the restrictions imposed on the Russian shadow fleet, the UK imposed sanctions on “Ederra” in February 2025. In February and March 2025, the EU and Switzerland, respectively, imposed sanctions on the tanker. In June 2025, Canada and Australia imposed sanctions on the vessel.
The tanker Ederra left Port Said, Egypt, and is currently heading towards the Suez Canal. Its final destination is unknown.
