According to a license published by the UK’s Office of Financial Sanctions Implementation (OFSI) on October 22, the UK government has removed two German subsidiaries of Russia’s Rosneft — Rosneft Deutschland and RN Refining & Marketing — from its sanctions list.
The license, which is valid until October 22, 2027, grants these companies a special status allowing limited operations under strict conditions.
As reported by the German newspaper Die Märkische Allgemeine Zeitung (MAZ), this exemption means that UK-registered companies — such as Shell — can continue doing business with Rosneft’s German subsidiaries for the next two years.
For example, Rosneft Deutschland will receive additional oil supplies from Kazakhstan until the end of 2026 to help maintain energy stability.
This move comes just a week after London imposed sanctions (on October 15) against major Russian oil companies Lukoil and Rosneft, among 90 new measures announced in response to Russia’s ongoing war against Ukraine.
Those sanctions included asset freezes, restrictions on trust and transport services, and bans preventing Rosneft-owned ships from entering UK ports or Rosneft-linked aircraft from flying in UK airspace.
