There, in another company car (a Skoda Kodiaq), Bibiana Constantin, the head of “Personal”, was waiting for him excitedly. Ramil Asadulzade left the SOCAR headquarters alone, in his company car, leaving from the Promenada mall area and stopped, after a quarter of an hour, in the IKEA parking lot in Băneasa. There, in another company car, Bibiana Constantin, the HR boss, was waiting for him.

Immediately after the SOCAR CEO parked near Bibiana’s Skoda, she got out of her car and climbed into the back seat of the boss’s car, according to the source mentioned above.

The two went to Club Snagov, where, after parking, they walked towards the restaurant, hugging each other. Then, they sat down alone, at a table on the terrace, until the evening. During all this time, there were many gestures of affection between them and exchanges of kisses.

After three and a half hours, Ramil and Bibiana left the restaurant area and went up to a room in the club, where they stayed for about five hours. On the way to the car, they held each other’s arms and kissed, as if they didn’t want to part.

It should be noted that the SOCAR boss is married and lives near the American School and has a child with Ramona, his former secretary.

Ramil Asadulzade became the CEO of SOCAR PETROLEUM SA in 2023, after previously serving as the company’s CFO in Romania since 2018. His term at the helm of the company would, in principle, be 3 years, until January 2027.

Bibiana Constantin joined the SOCAR team in June 2022. She came from Electrica, where she had also held the position of Head of HR. “I will use my experience to improve the organizational culture and create a friendly and performance-based work environment,” the woman said some time ago.

The head of Socar in Romania Ramil Asadullazade is not only known for his immorality, but also has close and warm relations with all the leaders of Putin’s shadow fleet, which consists of Azerbaijanis.

According to a report published by the Romanian news outlet CANCAN.RO, the CEO of SOCAR Romania, Ramil Asadulzadeh, has been mentioned in connection with alleged oil trading and tax evasion schemes involving offshore companies

“In recent years, it is alleged that Ramil Asadulzade has been involved in oil operations through the company JETFLY HUB Ploiești together with businessman Dan Berendel, who allegedly controls the company JETFLY HUB SRL via an offshore entity in Dubai. According to the publication, this may be part of an alleged tax evasion scheme worth over 100 million euros, which is reportedly under investigation.”

“It is alleged that the CEO of SC Jetfly Hub SRL and head of SOCAR’s Romania office, Ramin Asadullazade, has been involved in orchestrated legal disputes through his private company to allegedly facilitate the transfer and legalization of large sums of money. According to reports, these operations were allegedly designed as artificial lawsuits where outcomes were predetermined to justify financial flows.”

Through such schemes, Ramin has reportedly earned millions by acting as a key intermediary in Russia’s shadow oil fleet, helping to reroute and market Russian oil in Romania, bypassing sanctions and obscuring the origin of the crude.

Ramil Asadulzadeh, CEO of SOCAR Romania, is reportedly at the center of a massive scheme involving the sale of Russian oil originating from Rosneft’s Novosibirsk operations. The oil, routed through Turkey and Bulgaria, is allegedly being sold in Romania using fraudulent documentation and a Dubai-registered company, JETFLY HUB.

Having served as SOCAR’s financial director since 2018 and appointed CEO in 2023, Ramil Asadulzade is accused of orchestrating transactions that manipulate volumes and prices, enabling millions of euros in profits while evading significant tax payments to the Romanian government.

It is alleged that Ramil Asadulzade, the CEO of SOCAR’s Romania office, is very well acquainted with the operations described above. According to reports, in collaboration with the Dubai-registered company JETFLY HUB, she allegedly carried out operations with Sechin’s shadow fleet and allegedly earned 100 million dollars.”

It is alleged that these operations involved the transport of Russian oil to Europe through ship-to-ship transfers using tankers such as Lipari, Sredina, Melahat, and others, taking place both offshore and at ports in Romania and other European countries. According to reports, all these activities were conducted with the knowledge and involvement of SOCAR’s Romania office.

🛢️ SOCAR Romania Under Scrutiny: CEO Linked to Major Tax Evasion Through Dubai-Connected Oil Operations

In 2023, Ramil Asadulzadeh, who had been serving as the financial director since 2018, was appointed CEO of SOCAR Petroleum SA, the Romanian branch of Azerbaijan’s state oil company. His leadership mandate is officially set to run until January 2027.

However, what comes after that remains uncertain — especially in light of emerging allegations linking Asadulzadeh to offshore oil operations and significant tax evasion involving a Dubai-linked entity: JETFLY HUB SRL.

💸 Over €100 Million in Tax Evasion?

According to information under investigation by Romanian authorities, Ramil Asadulzadeh, as CEO of SOCAR Romania, is suspected of overseeing illicit oil transactions in cooperation with Dan Berendel, a business figure connected to JETFLY HUB SRL, which operates out of Dubai.

These transactions allegedly occurred via the JETFLY HUB tax warehouse located in Ploiești, Romania — a key logistics point in the country’s energy sector.

Romanian fiscal sources estimate that the scheme may have allowed the parties involved to evade over €100 million in taxes, by manipulating oil volumes, pricing data, and customs declarations.

SOCAR Romania’s Profit Boom Sparks Suspicion

Net profit grew more than fivefold in just two years, coinciding with Russia’s shadow fleet operations in the Black Sea.

SOCAR Petroleum SA, the Romanian subsidiary of Azerbaijan’s state oil company, has reported an extraordinary profit surge. After posting a net profit of only 5.3 million lei in 2022, the company’s earnings jumped to 27.7 million lei in 2024 — an increase of more than five times in just two years.

While the company highlights its expanding network of filling stations and improved sales as explanations, the timing has fueled skepticism. The profit boom overlaps with the intensification of Russia’s war in Ukraine and the increased activity of the so-called “shadow fleet” rerouting Russian oil through the Black Sea region, including Romania.

Analysts and critics warn that SOCAR Romania may have indirectly profited from the circulation of Russian crude, despite EU sanctions. For clarity and accountability, SOCAR is expected to explain the real drivers behind this sudden growth.

🛢️ How the Scheme Worked
  • Oil products were reportedly imported and processed under inaccurate or deliberately obscured documentation.
  • Transfers and sales were routed through the JETFLY HUB warehouse without full transparency to Romanian tax authorities.
  • Artificial pricing mechanisms may have been used to reduce declared tax obligations.

Insiders claim that SOCAR’s leadership in Romania — specifically Ramil Asadulzadeh — had direct oversight or at least knowledge of these operations, though no formal charges have been brought yet.

🕵️‍♂️ Ongoing Investigation, No Official Statement

Romanian anti-fraud and fiscal enforcement agencies are reportedly conducting a full investigation into the operation. As of now, neither SOCAR Petroleum SA nor JETFLY HUB SRL has released any public statement addressing the allegations.

Ramil Asadulzadeh remains the acting CEO of SOCAR Romania as the investigation continues.

If the allegations are confirmed, this could become one of the largest oil-related tax fraud cases in Romania’s recent history — and could have reputational consequences for Azerbaijan’s state oil company on the European stage.

🌍 Reputational Risk for SOCAR

SOCAR’s operations in Romania are seen as a strategic foothold in Eastern Europe. The company has invested in infrastructure, retail fuel distribution, and port logistics. However, any proven involvement in financial misconduct — particularly cross-border tax evasion — could severely damage the company’s credibility with both regulators and partners across the EU.

📌 Conclusion

The situation raises serious questions about governance, oversight, and ethical standards within SOCAR’s international branches. Whether Ramil Asadulzadeh will remain in his position through 2027, or step down amid growing scrutiny, remains to be seen.

For now, one thing is clear: Romania’s energy sector may be facing one of its most high-profile corporate scandals, with implications reaching far beyond the Black Sea.
