WASHINGTON — The U.S. Senate Foreign Relations Committee has approved a bill calling for sanctions against Russia’s so-called shadow fleet, according to a joint statement by committee Chairman Jim Risch and senior Democrat Jeanne Shaheen.

The legislation will now move to the full Senate for consideration. Lawmakers said the measure is linked to efforts by the administration of President Donald Trump to seek a resolution to the conflict in Ukraine.

The bill, titled “On the Imposition of Sanctions on the Shadow Fleet of the Russian Federation,” was introduced in September 2025 by Risch and co-sponsored by Shaheen and several lawmakers from both major U.S. political parties.

Under the proposed legislation, sanctions would target tankers believed to be part of Russia’s shadow fleet, as well as foreign companies that facilitate maritime transportation using those vessels. The bill would also impose restrictions on port terminals that accept oil delivered by such tankers.

In addition, the legislation предусматривает sanctions against the Yamal LNG and Arctic LNG 2 projects and expands existing sanctions on the Nord Stream and Nord Stream 2 gas pipelines.
