LONDON, Oct. 8 — Britain has expanded sanctions targeting Russia’s oil industry, shipping networks and financial channels, seeking to curb Moscow’s ability to generate revenue from energy exports and obtain goods used in its military production.
The measures target companies linked to Russian oil production, vessels associated with the transportation of Russian crude, cryptocurrency exchanges and payment platforms suspected of facilitating sanctions evasion, as well as individuals and entities linked to military supply chains, according to the report published by The Moscow Times.
The British government said the latest measures bring more than 90% of Russia’s oil production capacity within the scope of its sanctions, including through restrictions on companies such as Zarubezhneft and INK Capital.
Britain has also imposed sanctions on 12 additional oil tankers, taking the number of vessels on its sanctions list to more than 600. The so-called shadow fleet consists of ships used to transport Russian oil outside, or in ways intended to circumvent, restrictions imposed by Western countries.
The measures also target three cryptocurrency exchanges and two payment platforms allegedly involved in helping Russia bypass financial restrictions. Some of the entities are reported to have links to the A7 financial network.
A further 17 individuals and companies have been targeted over alleged connections to the supply of industrial machinery, electronic components and other goods that can be used in Russia’s military-industrial sector.
Western governments have sought to reduce Russia’s oil revenues and restrict its access to technology and financing since Moscow launched its full-scale invasion of Ukraine in February 2022.
The effectiveness of the latest measures will depend on enforcement, the availability of alternative buyers and shipping services, and Russia’s ability to redirect trade through intermediaries and jurisdictions outside the sanctions regime.
The expansion does not mean that 90% of Russia’s oil production has been halted. Rather, it indicates that production capacity accounting for more than 90% of the total falls within the scope of British sanctions.
